Philippine government websites getting hacked

Since December 30 there are several government websites that are getting hacked by anonymous people. These attacks called the attention Commission on Elections, Deputy presidential spokesman Gary Olivar:

"We are alarmed," he said. "The affected agencies are taking the necessary measures to fix whatever needs to be fixed."

Earlier in the day, the Department of Labour and Employment said its website was ruined, the fourth agency to be attacked since December 30.
The other websites that had been hacked since then was Department of Health, the National Disaster Coordinating Council and the Department of Social Welfare and Development.

Is this a threat to the coming automated elections? Is there a running candidate behind this or just some white hat hackers just want abuse the situation to earn?
Gary Olivar said the Commission on Elections was already taking the necessary precautions to ensure that its system would not fall victim to hackers.

The picture on the article is one of the samples of the government websites that were hacked. The hacker naughtily placing penises on a photo of the country's health chief where it supposed to be paper horns.
